Yes, as you say pt_BR is the only 100% translated.
You can use these translations in you existing 2.1.1 installation as me.
You must ovewrite your existing templates folder with the last templates
come from official repository, or better, download the daily update
templates from http://www.unixlan.com.ar/last_templates.tar.gz
Then, use the last pootle translatio po file to compile as mo.
